What It Is

This is a two-piece replacement kit for Toro Power Clear 21" single-stage snow blowers. The set includes the rubber paddles (model 38261) that propel snow into the impeller, and a scraper bar (model 133-5585P) that seals the bottom edge against pavement. Both come with all necessary hardware.

Fitment & Compatibility

This kit fits Toro Power Clear 21" models with serial numbers starting with 315, 316, 317, 318, or 319. It does not fit Power Clear 18" or 24" models, nor any Toro two-stage machines. Before buying, verify your machine’s model and serial number on the engine shroud or frame tag. Measure your existing paddles: they must be 21" wide and use two bolts per paddle. The scraper bar is 21" wide with a curved steel edge. If your machine uses a plastic scraper, this metal one is a direct swap.

Key Things to Buy

  • Quality: Genuine Toro rubber paddles are thicker and more durable than most aftermarket options; the scraper bar is hardened steel with a replaceable wear edge.
  • Installation difficulty: Easy—requires a socket set and possibly a torque wrench. Expect 20–30 minutes. The scraper bar bolts to the auger housing; paddles bolt to the rotor. No special tools needed.
  • Common gotchas: The paddles must be aligned with the rotor slots exactly or they’ll tear. Torque bolts to 8–10 ft-lbs—overtightening strips the plastic rotor. The scraper bar has a left/right orientation; note which side the bolt holes are offset. Replace both parts together for even wear.
  • When to replace: If your machine throws snow less than 10 feet, leaves a thin layer of snow on pavement, or the paddles show cracks or missing rubber chunks.

Should You Buy It

If your Toro Power Clear 21" is throwing snow poorly or leaving a trail, this kit restores full performance. It’s a no-brainer for OEM fit and longevity—worth the premium over cheap aftermarket sets. Perfect for homeowners who clear a driveway or sidewalk and want one-and-done replacement without fiddling with fitment issues.
